The TV Electric reload analysis program was discussed with the NRC staff in meetings at the NRC offices in December 1988, and again-in July'. 1990.-

Following the July discussions, the schedule for submittel of'the TU Electric topical reports was provided in TXX 90342. The large Break Loss'of Coolant-l Accident (LBLOCA) topical report. RXE 90 07, which was scheduled for submittal  ;

in February. 1991, has been completed in advance of schedu'le and is attached

! for your review end approval.

The LBLOCA analysis for Comanche peak Steam Electric Station. RXE 90 07 "Large Break Loss of Coolant Accident Analysis Methodology." describes the applications by.TU Electric of ANF LBLOCA methodology;- The ANF; methodology has been reviewed and approved by the NRC (Letter. D.H. _Crutchfield to G.M. Ward.

. _ July 8. 1986), included in RXE 90 07 are descriptions of, and results of. the-blowdown. refill and reflood events. Both _ the system _ thermal hydraulic _ and -

the fuel heatup analysis results are presented. In addition, the compliance of the CPSES analysis with 10CFR50.46 and 100FR50,, Appendix .K is' described.

Approvals.of the enclosed reports.,along with. approvals of those previously submitted and those yet to be submitted."are required to allow TV Electric to license cycle 3 operation without recourse to- a nuclear fuel vendor. : L(Cycle 3 refueling begins_in September, 1992.)- TV Electric requests.that'the HP.C review and approve the enclosed report by October, 1991.  !
