LER 82-003 Omaha Public Power District Fort Calhoun Station Unit No. 1 Docket NO. 05000285 ATTACHMENT NO. 1 Safety Analysis The Fort Calhoun Station is designed such that no single failure, by itself, can adversely affect the safe shutdown of the plant.

The function of HCV-507A (and its redundant valve HCV-507B) is to isolate the gas vent header at the containment boundary when activated by a Containment isolation Actuation Signal. Both HCV-507A and HCV-507B are energize-to-open/ fail closed valves. During the time HCV-507A was inoperable due to a stuck solenoid valve plunger, the redundant valve HCV-507B was operable and would have been capable of isolating the vent header at the containment pressure boundary had it been necessary.

During the time HCV-507A was being repaired, the operation of HCV-507B was verified by cycling the valve.

t LER 82-003 Omaha Public Power District Fort Calhoun Station Unit No. 1 Docket No. 05000285 ATTACHMENT ;0. 2 Corrective Action M.0. #13830 was written to investigate the closure problem with HCV-507A. Subsequently, it was determined that the solenoid plunger had stuck in the " energized" position, thereby not allowing air to vent from the operator and allow the valve to close. The solenoid plunger was freed and the solenoid was satisfactorily tested and returned to oper-able status. Since the valve was returned to status in less than 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> (the time allowed for repair without having to attain hot shut-down), the plant remained at approximately 99% power. As a further precaution, the HCV-507A solenoid was changed out with a spare per M.O.

  1. 14010 (on 2/17/82). Upon solenoid replacement, the HCV-507A valve was satisfactorily tested for operability per applicable portions of sur-veillance test ST-ISI-WD-1, F.1.
