BROWNS FERRY NUCLEAR PLANT (BFN) - NPDES PERMIT NO. AL0022080 NOTIFICATION OF UNPERMITTED DISCHARGE On April 25, BFN environmental staff identified an unpermitted discharge from a mobile water treatment plant being operated for TVA by Memphis Mobile, a private contractor. The water treatment plant was discharging to the intake forebay via the yard drainage system during backflushing and startup operations. Memphis Mobile has operated the facility intermittently since December 1983. Since January 27, this water treatment plant has been BFN's sole source of demineralized water. Since December 1983, TVA has contracted to have approximately 10 million gallons of demineralized water produced.
The backflush consists of particulate matter and alum and would exceed the effluent limits for low volume wastes. Two samples o'f the backflush collected on April 25 contained 29 and 62 mg/1 of oil and grease, 38 and 56 mg/1 of total suspended solids, and both had a pH of 7.1 s.u. The water discharged during startup is demineralized water used to flush raw water from the system and would meet effluent limits for low volume wastes.
The discharge from the mobile plant to the yard drain was terminated on April 25. The discharge during backflushing has been temporarily routed to the waste sump in the intake pumping station, which in turn discharges to the sedimentation pond. This is the flow path identified in the permit application for waste from the permanent water treatment plant which was taken out of service on January 27. Design changes are underway for installation of a new permanent water treatment plant. When this design has been finalized, TVA will submit a proposed permit revision for this discharge if it is different from the old permanent water treatment plant.
