TENNESSEE VALLEY AUTHORITY KNOXVILLE. TENNESSEE 37902 JUL 181984 Mr. John Marlar, lef Facilities Per reance Branch Water Manage nt Division U.S. Envi nmental Protection Agency Region 345 urtland Street, NE.

Dear Mr. Marlar:

NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT No. ALOO22080 - BROWNS FERRY NUCLEAR PLANT Description of the discharge--Discharge No. 006 - Sewage treatment plant effluent. Analyses or grab samples collected in June had the following parameters to exceed the maximum permit limitations.

Dat'e Parameter Concentration Maxt:num Limitations 6/07 BOD 12 mg/L 45 mg/L S

TSS 59 mg/L 45 mg/L 6/12 BOD 225 mg/L 45 mg/L 5

TSS 150 mg/L 45 mg/L 6/21 BOD 5

mg m8S TSS 540 mg/L 45 mg/L Cause and period of the nonco'apliance--The sewage treatment plant is overloaded. High flows contributed directly to the noncompliances by washing solids over the clarifier weir.

Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--The chlorine contact tank is periodically pumped out to help reduce permit noncompliances resulting from overloaded conditions. A sewage treatment lagoon has been designed to replace the facility in 1984 and site preparation for construction has begun. The sewage treatment plant will be operated as close as possible to the permit limits until the lagoon is

-operational.
