I TENNESSEE VALLEY AUTHORITY KNOXVILLE.TENNESSEE 37902 TVA Mailr oom JUL 2 "l'1983 Mr. John Marlar, Chief Facilities Performance Branch Water Management DMision U.S.

Environmen 6 Protection Agency Region IV 345 Courts.

Atlant~Georgia 30365

Dear Mr. Marlar:

NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS -

NPDES PERMIT NO. AL0022080 -

BROWNS FERRY NUCLEAR PLANT Descri tion of the dischar e--Discharge No.

011 - Condenser cooling water CCW pumping station discharge.

A sample collected and analyzed at 1 p.m.

on July 8 had a

pH value of 9.6 standard units (s.u.),

exceeding the maximum permit limitation of 9.0 s.u.

Cause and eriod of the noncom liance--The exact cause of the high pH is un nown.

However, it is suspecte t at while unloading from the vendor tanker trailer sodium hydroxide flowed into a gutter drain and into the CCW pumping station sump.

A sample collected at 9:20 a.m.

on July 6 was in compliance, and the CCW pumping station discharge was stopped at 1:25 p.m.

on July 8.

Therefore, the period of noncompliance was approximately 52 hours6.018519e-4 days
0.0144 hours
8.597884e-5 weeks
1.9786e-5 months
.

Ste s taken to reduce, eliminate, and revent recurrence of the noncom 1 in

~tsc ar e--T e contents o t e CCW sump were route to t e regeneratsve waste sump for neutralization and then discharged to the low volume waste pond until the effluent quality of the CCW sump was back in compliance.

We do not believe this noncompliance resulted in any significant impact to the water quality of the Tennessee River due to the relatively minor volume of the CCW sump discharge.

Sincerely,

.Original Signed By
