TENNESSEE VALLEY AUTHORITY KNOXVILLE.TENNESSEE 37902 TVA Mailroom JAN 12 1984a XE HQ PILE COPY Mr. John Marlar Chief Facilities Pe ormance Branch Water Manag ent Division U.S. Envir nmental Protection Agency Region I 345 Cop tland Street, NE.

Atla a, Georgia 30365

Dear Mr. Marlar:

NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT NO. AL0022080 - BROWNS FERRY NUCLEAR PLANT Descri tion of the dischar e--Discharge No. Oll - Condenser cooling.

water CCW pumping station discharge. A sample collected and analyzed at 8:30 a.m. on December 23, 1983, had a pH value of 9.7 standard units (s.u.),

exceeding the maximum permit limitation of 9.0 s.u.

Cause and eriod of the noncom liance--The exact cause of the high pH is unknown. However, it is suspected a vendor unloading sodium hydroxide from a tanker trailer lost some of the material. The sodium hydroxide would have flowed into a gutter drain line that discharges to the CCW pumping station sump.

A sample collected at 8 a.m. on December 20, 1983, was in compliance. The CCW pumping station discharge was stopped at 8:45 a.m. on December 23, 1983.

Therefore, the period of .noncompliance was not greater than 73 hours.

Ste s taken to reduce, eliminate, and revent recurrence of the noncom 1 in

~dischar e--The contents of the CCM sump were routed to the regenerative waste sump for neutralization and then discharged to the low-volume waste pond until the effluent quality of the CCW sump was back in compliance. We do not believe this noncompliance resulted in any significant impact to the water quality of the Tennessee River because of the relatively minor volume of the CCW sump discharge and because the sump discharge is mixed with the plant's diffuser discharge.

Sincerely,
