Dear Mr. Marlar:

NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT N0. AL0022080 - BROWNS FERRY NUCLEAR PLANT Description of the discharge--Discharge No. 006 - Sewage treatment plant effluent. A grab sample collected on November 29 and reported from the laboratory on December 5 exceeded the maximum permit limitations as shown below.

TSS 77 mg/L 45 mg/L Cause and period of the noncompliance--The daily total flow averaged 38,100 gpd for the four days preceding sample collection. On the day of sample collection the daily total flow was 67,600 gpd. These high flows overloaded the treatment capacity of the system and contributed to the noncompliance.

Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--A sewage lagoon has been designed to replace the sewage treatment plant. The engineering report was submitted tn the Alabama Department of Environmental Management for approval on November 30.
