NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS NPDES PERMIT NO. AL0022080 BROWNS FERRY NUCLEAR PLANT Descri tion of the dischar e--Discharge No. 011 Condenser cooling water (CCW) pump station. A sample collected and analyzed on October 29, had a pH value of 13.0 standard units (s.u.), exceeding the maximum permit limitation of 9.0 s.u.

Cause and eriod of the noncom liance The high pH was caused by overflow from the sodium hydroxide storage tank at the makeup water treatment plant. The tank ovexflowed and drained into the CCW pump station sump while being filled from a vendor's tanker trailer. The estimated time of overflow from the tank was 10-15 minutes, and an unknown quantity of sodium hydroxide entered the CCW pump station sump.

The storage tank overflowed at approximately 10:30 a.m. and tile CCW sump pumps were turned off at 1 p.m. Therefore, the duration of this noncotitpliance was approximately 2-1/2 hours.

~dischar e The contents of the CCM sump were pumped to the regenerative waste sump for neutralization and discharged to the low volume'waste pond until the effluent from the CCW sump could be sufficiently neutralized for normal discharge.
