NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS NPDES PERMIT NO. AL0022080 BROWNS FERRY NUCLEAR PLANT Descri tion of the dischar e Discharge No. 006 Sewage treatment plant effluent. Samples collected on Hay 13, 1982 and reported by the laboratory on Hay 21 exceeded the maximum permit limitation as shown below:

However, for the 4 calendar days prior to sample collection the flow averaged 38,300 gpd. On May 13 when the effluent.was sampled, the instantaneous flow was approximately 3,168 gpd, yet the daily totalized flow equaled 42,400 gpd and the chlorine residual was zero. The low and varied instantaneous flow is due to malfunctioning of lift pumps in the equalization tank. The excessive and surging flow

'caused hydraulic overloading of the treatment system and carryover of solids into the chlorine contact tank resulting in these violations.
