'0 INOPERABLE RADIOLOGICALEFFLUENT INSTRUMENTATIONREPORT This report is to comply with Browns Feriy Nuclear Plant Offsite Dose Calculation Manual (Offsite Dose Calculation Manual (ODCM)), Sections 1/2.1.1 and 1/2.1.2. The ODCM requires the exertion of best efforts to return operable status within 30 days. Failure to return the inoperable instruments to an operable status requires a description in the Annual Radioactive E61uent Release Report.

During the reporting period, Januaiy 1 through December 31, 1995, there was no airborne instrumentation inoperable for periods greater than 30 days. There was one inoperable liquid monitor. A Residual Heat Removal system service water monitor (3-RM-90-134D) was inoperable from November 3, 1995, to December 5, 1995. The inoperability occurred while rerouting the suction of the inlet pump to fillthe chamber more efficiently . This was performed under DCN T3 8978.

The e61uent monitors, which have been placed in "out-of-service" status with their e61uent streams isolated, are not applicable for this report.

t CHANGES TO THE OFFSITE DOSE CALCULATIONMANUAL(ODCM)

This report covers the period from January 1 through December 31, 1995. During this period, Revision 6 of the ODCM was made to delete the grab sample requirement aAer deinerting, provided that the reactor has not achieved criticality in the interim and the reactor coolant temperature has not reached or exceeded 212'F.

A milk sampling location was also revised. Revision 6 became effective June 9, 1995. Revision 7 made the ODCM consistent with the revision to 10 CFR 20 regarding doses to members of the public. Revision 7 became effective on August 14, 1995. (See attached ODCM Revisions 6 and 7.)
