NOTICE OF VIOLATION Illinois Power Company                                                                                                      Docket No. 50-461 Clinton Power Station                                                                                                        License No. NPF-62 As a result of the inspection conducted on July 27-28 and October 18, 1988, and in accordance with the "General Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C (1988), the following violation was identified:                                                                                            .
i 10 CFR 50.55a(g) requires safety-related valves in water-cooled nuclear                                                                                              '
reactor facilities to meet Inservice Testing (IST) requirements as stated in the ASME Code, Section XI, Subsection IWV, "Inservice Testing of Yalves in Nuclear Power Plants".
Contrary to the above, based on a review of 120 valves conducted by the NRC and its contractor, 23 valves were identified that were not included in the Clinton IST Program. These valves perform a safety-related function and are required to be inservice tested in accordance with ASM'. Code, Section XI requirements.
This is a Severity Level IV violatior. (Supplement I).                                                                                                                '
The inspection showed that actions had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
