Gentlemen:  !

This refers to the special safety inspection of activities related to

Allegation RIII-87-A-0027 conducted by Messrs. M. P. Huber and J. F. Smith

of this office on July 27-28 and October 18, 1988, of activities at Clinton

Power Station, Unit 1, authorized by NRC Operating License No. NPF-62 and to

the discussion of our findings with Mr. J. Weaver md others at the conclusion

of the inspection. This allegation involved deficiencies with the containment

integrity and the Inservice Testing Program.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative reccrds, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as described in the enclosed Notice. The inspection

showed that actions had been taken to correct the identified violation and to

,

prevent recurrence. Our understanding of your corrective actions is described

in Paragroph 2.b.(2) of the enclosed inspection report. Consequently, no reply

to the violation is required and we have no further questions regarding this

mat.ter at this time.

In accordance with 10 CFR 2.790 of the Coninission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

1

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
