Dear Board Members:

I am in recelot of your 111y 24,1986 evaluation of the New Hampshire Radiological Emergency Response Plan. Your concerns, unfortunately, address the desirability of nuclear power generally and I do not have the luxury of engaging in such a debate. As you know the New Hampshire Civil Defense Agency is directed by State Statute to imolement and carry out a Radiological Emergency Response Plan in accordance with Federal regulations and State law.

The New H mpshire Civil Defense Agency directs its efforts towards emergency management and is responsible for protecting New Hampshire citizens from technological and natural disasters. The nature of this responsibility requires that we assume emergencies will occur and plan so as to manage those emergencies.

We appreciate and solicit your assistance in these planning efforts.
