2.4.8.2 Co orate S okesman The Corporate Spokesman, located in the Joint Information Center, has the following responsibilities:

a o Make all public statements to the media at the media briefing area concerning the effect of the emergency on the Company, the specific details of the emergency and steps the Company is- taking to mitigate it.

b. Participate in media briefings as scheduled by the Site Public Information Coordinator.

c ~ Cooperate with the Site Public Information Coordinator or his designee assure that questions of interest to the media and general public are addressed during scheduled briefing sessions.

d. Pork in close cooperation with other personnel to assure that fully informed of all events relating to the emergency.

e. Assure the accuracy of public statements made by the Company concerning the emergency.

f. Interface with the Emergency Operations Facility in coordination with the Site Public Information Coordinator to assure understanding of the details of the emergency.

Additional information can be found in the Corporate Communi.cations Emergency Implementations procedures 2.4.8.3 Site Public Information Coordinator The Site Public Information Coordinator, located in the Joint Information Center, has the following responsibilities:

a ~ Provide liaison between the Joint Information Center and the Emergency Operations Facility.

b. Serve as the director of the Joint Information Center during a declared emergency.

c, Acquire information about ongoing plant conditions and forward to CP&L, federal, state and local public information personnel in the Joint Information Center.

d. Present information about the emergency and its potential effects to the media through news releases and press conferences in an accurate'and timely mann'er.

e. Coordinate all news activities with the Corporate Spokesman, and with public information officials from federal, state and local agencies involved in the emergency.

Respond to news inquiries and provide appropriate background information to reporters at the media briefing area.

Arrange for interviews with individuals q;:alified to speak on various subjects.

h. Arrange for tours of the site and reasonable access to the site for photographic purposes, by obtaining explicit permission from the Emergency Resp'onse Manager.

2.4.9 Re resentative to the State Emer enc Res onse Team Personnel from the CP&L Corporate office with experience in emergency preparedness, or other trained personnel, will be assigned in accordance with Plant General Order PGO-021 as a representative to the State Emergency Response Team (SERT). The SERT Headquarters is located in the State Administrative Building in Raleigh, N. C. and is the principle Emergency Operations Center.

The representative to the SERT acts as a technical liaison to interpret emergency action levels and protective action recommendations made by the Site Emergency Coordinator or Emergency Response Manager.

The Representative to the State Emergency Response Team is activated when directed by the Site Emergency Coordinator.

2.4.10 Emer enc Res onse Mana er and Staff The Emergency Response Manager organization is depicted in figure 2.4-1.

2.4.10.1 Emer enc Res onse Mana er The primary person assigned to the position of Emergency Response Manager, in the EOF, is the Vice President - Harris Nuclear Project. -

The designated alternates are filled'y personnel designated in accordance with Plant General Order PG0-021.

The Emergency Response Manager, who is located in the Emergency Operations Facility', is responsible for relieving the Site Emergency Coordinator of interfacing with the CP6J Corporate Communications, Joint Information Center and off-site agencies (with the exception of the NRC Emergency Notification System (ENS) communications), and for managing and directing all off-site related emergency operations involving the plant upon activation of the Emergency Operations Facility.

The Emergency Response Manager is responsible for providing direction to the Technical Analysis Manager, Administrative and Logistics Manager, Radiological Control Manager and Emergency Communicator - EOF. The Emergency Response Manager has an assistant, a logkeeper and a Corporate Emergency Preparedness representative for assistance.

Specifically, the Emergency Response Manager is responsible for:

Notification, protective action recommendations, dose projection, environmental monitoring and contact with off-site support groups.

b. Providing liaison between the Site Emergency Coordinator and off-site support personnel.

C. Marshalling off-site support as required to support the Site Emergency Coordinator.

Supervising a staff located in the Emergency Operations Facility with expertise in dose assessment, environmental monitoring, radiation control, technical analysis, administration, and logistics.

e. Briefing the State and Counties on plant conditions and actions being taken as required to augment the activities of the Emergency Communicator Staff.

Recommending protective actions which should be taken by the public to off-site government authorities.

g. Keeping the Corporate Communications, Joint Information Center (when activated), the Nuclear Regulatory Commission, and appropriate State and local agencies informed as to the status of the plant and radiological effects off-site.

h. Providing updates to the State and Counties on the emergency condition and recommendations for protective actions at approximately 30 - 60 minute intervals, or if necessary, more frequently. C 2-21

Ensuring that EOF and TSC personnel are updated on emergency conditions, recommendations for protective actions and plant conditions on a periodic basis.

The Emergency Response Manager shall not delegate the responsibilities for deciding what protective action) to recommend to off-site authorities, or for notifying authorities responsib;.e for off-site emergency measures. Other personnel may be assigned to assist and make recommendations; however, the final decision rests with the Emergency Response Manager.

2.4.10.2 Assistant to the Emer enc Res onse Mana er The Assistant to the Emergency Response Manager, located in the Emergency Operations Facility, provides coordination of information within the Emergency Operations Facility to support the Emergency Response Manager. The Assistant to the Emergency Response Manager is responsible to the Emergency Response Manager for:

a. Providing'ssistance and support in the operation of the Emergency Operations Facility.

Providing advice regarding accident assessment, emergency classi'fication, corrective actions, and public protective action recommendations.

C. Monitoring compliance with the Emergency Procedures.

d. Conducting briefings for emergency response personnel as directed by the Emergency Response Manager.

e. In the absence of the Emergency Response Manager, or when requested, directing the activities of the Emergency Operations Facility, Overseeing the Emergency Response Manager's Log being maintained by his logkeeper to verify it is current and accurate.

Notifying the personnel who will man the EOF when it has been determined that the EOF is to be activated.

2.4.10.3 Radiolo ical Control Mana er The primary person assigned to the position of Radiological Control Manager, located in the Emergency Operations Facility, is the Manager - Health Physics Services Unit of CP&Ls Corporate Office. The designated alternates are filled by personnel designated in accordance with Plant General Order PGO-021 and Corporate Health Physics procedure RC-EM-7.

The Radiological Control Manager is responsible to the Emergency Response Manager for providing direction for the Environmental Supervisor, Health Physics Supervisor and Technical Advisor.

Upon activation of the Emergency Operations Facility and Radiological Control Managers functions, the control and coordination of the environmental monitoring and Dose Assessment functions wil',. transfer to the EOF.

The Radiological Control Manager is responsible for the following actions:

Assist in assessment of off-site radiological consequences of the event, utilizing information from available sources, and keep the Emergency Response Manager informed of the assessment.

Provide dose calculations to the Emergency Response Manager for off-site areas based on data from available sources and/or mathematical modeling.

Provide off-site monitoring of radiological effluents in the environment as required.

d. Provide technical assistance to the Radiological Control Director located in the TSC, as needed.

e. Coordinate the design of special packaging'equired for the transport of radioactive wastes resulting from the emergency operation.

f. Provide information and recommendations to the Emergency Response Manager concerning future activities that could radiologically affect the plant or the environment.

g. Direct the administration of potassium iodide to offsite CP&L and contractor employees when authorized by the ERM.

h. Approve emergency personnel exposure levels when .it is likely that Emergency Operations Facility dispatched personnel will incur planned exposures in excess of 3 rem TEDE or will enter into radiological areas where the projected whole body or thyroid exposure rate exceeds 25 rem/hr.

2.4. 10. 3. 1 Technical Advisor Personnel assigned to the position of Technical Advisor, in the Emergency Operations Facility, are designated in accordance Corporate Health Physics procedure RC-EM-7.

The Technical Advisor reports to the Radiological Control Manager and is responsible for providing technical assistance as required.

The Health Physics Supervisor reports to the Radiological Control Manager and is responsible for direction of activities of Dose Projection, assessment of meteorological conditions and coordination with the Environmental Supervisor for placebo!>.nt of environmental monitoring teams.

The Health Physics Supervisor is also responsible for the supervision of personnel decontamination if required.

2.4.10.3.3 Environmental Su ervisor Personnel assigned to the position of Environmental Supervisor, located in the Emergency Operations Facility, are designated in accordance with Corporate Health Physics Procedure RC-EM-7.

The Environmental Supervisor is responsible to the Radiological Control Manager for providing direction to the Environmental Field Coordinator and plant Environmental Monitoring Teams.

The Environmental Supervisor shall:

a ~ Direct the activities of Environmental Monitoring Teams by positioning them such that representative samples and surveys of the plume, if any, can be made.

b. Advise team members of expected radiological conditions.

c, Collect and evaluate Environmental Monitoring Team sample and survey data.

d. Provide the results of environmental samples and surveys to the Radiological Control Manager.

e. Assist in the orderly assumption of the environmental monitoring function in the EOF.

Maintain a list of personnel assigned to each Environmental Monitoring Team and of Team locations.

Advise the Environmental Monitoring Team members of the need to take potassium iodide if the decision has been made to .do so.

i Shearon Harris Nuclear Power Plant (SHNPP) Dec. 1992 Emergency Plan (EP) Rev. 19 4.5.3 Public Alertin Warnin and Notification Alerting, warning, and notification of the public are steps taken by government agencies to advise the public that protective actions are necessary. Alerting, warning, and notification will be provided by sounding sirens, activation of tone activated radios within five, miles of the plant, and supplemented by announcements made through radio and television (EBS),

sound trucks, bullhorns, and knocking on doors. Patrol boats will be used in alerting people on Lake Jordan and Harris Lake. Supplemental sirens are provided for alerting boaters on Harris Lake. Public warning when deemed necessary will be accomplished as described in the North Carolina Emergency Response Plan in Support of the Shearon Harris Nuclear Power Plant.

Preplanned emergency messages and emergency instructions have been prepared and included as Annex D to that plan.

Civil defense sirens mounted on 50-foot utility poles have been installed by Carolina Power & Light Company at various locations within a 10-mile radius of the SHNPP.

Activation of the sirens and tone alert radios for warning of the public will be accomplished from the county warning points: the Public Safety Communications Centers of Harnett and Lee Counties, the Emergency Operations Center of Chatham County, and the Raleigh Communications Center for Wake County. The sirens in each county are independently controlled by radios The outdoor warning system provides the capability for providing an alerting signal within the 10-mile EPZ, within 15 minutes from the time the decision is made to notify the public of an emergency situation. The tone alert radios provide an indoor alerting signal within a 5 mile radius of the plant.

4.6 Protective Actions for On-Site Personnel 4.6.1 On-Site Alertin Warnin and Notification The Plant Public Address (PA) System will be used to alert and notify on-site personnel of an emergency condition within 15 minutes. Security personnel with portable loudspeakers may be used to augment the PA system and/or check evacuation of outlying areas, as available. The Plant PA System has the capability to transmit recognizable alarms. which will alert personnel of an emergency situation, and to transmit voice communications which will notify personnel of those actions which should be taken. The Plant PA System is supplemented by the use of the normal and emergency communication systems located on site as described in Section 3.8 of this Plan.

• Observing exercises in other plants

• Participation in emergency preparedness workshops, seminars and/or courses 5.2.5 Public Education and Information - CP&L Occupants in the plume exposure pathway Emergency Planning Zone (EPZ) will be provided information prepared by CP&L in conjunction with the state and county agencies. This public education and information program is intended to ensure that members of the public are: (a) aware of the potential for an occurrence of a radiological emergency; (b) able to recognize a radiological emergency notification; and (c) knowledgeable of the proper, immediate actions to be taken upon notification.

This will be accomplished by: (1) distribution of the annual safety information calendar which contains educational information on emergency preparedness, sheltering, sirens and radiation including telephone numbers of agencies to contact for more information; (2) availability of qualified personnel to address civic, religious, social and occupational organizations; and (3) distribution of news material to the media and numerous community and business newsletters.

Emergency information will be made available to transient populations through the distribution of safety information brochures to commercial establishments in the 10-mile EPZ. Adhesive decals are located at public telephone booths throughout the 10-mile EPZ to inform transients that they are in an emergency warning zone and what immediate actions to take should they hear the sirens.

During an actual emergency, provisions will be established through the Joint Information Center to make available and distribute information to the news media. Provisions for a number of telephones which members of the public, who hear rumors, can call for factual information will also be implemented in the JIC when mctivated.
