Gentlemen:

Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3, Appendix A, Technical Specifications (TS) to reflect the changes attached. The proposed changes involve TS 4.4.5 (Steam Generator Surveillance Requirements) and TS Bases 3/4.4.5 (Steam Generators).

This request proposes that TS 4.4.5 and Bases 3/4.4.5 be revised to allow the use of the Babcock and Vilcox (B&V) Sleeving Process for Steam Generator (SG) Tube repair. This revir'on vill provide Davis-Besse with an alternative to plugging for repairing defective SG tubes, Use of sleeving vill minimize the impact of defective tubes on primary flow margin and heat transfer. Toledo Edison requests that this amendment be issued by the NRC by August 31, 1992.
