Dear Mr. Norelius:

This refers to your letter dated November 27, 1985 concurning a routine safety inspection conducted at the Ford Nuclear Reactor, University of Michigan, by K. R. Ridgeway on November 20-22, 1985.

Item of Noncompliance The Supervisor of Reactor Operations position is in the line organization outlined in Figure 6.1 of Technical Specifications, but the position is vacant and there are no plans to fill it in the near future.

l (1) Corrective action taken and results achieved.

A license amendment request to remove the position of Supervisor of Reactor Operations from Technical Specifications was submitted on December 2, 1985.

(2) Corrective action to be taken to avoid further violations.

No additional staff reductions are anticipated, but, should one occur, a license amendment request will be submitted coincident with the reduction.

(3) Date when full compliance will be achieved.

Full compliance has been achieved by submission of the license amendment. The exact date of approval by the U. S.
