This is in response to your letter dated October 25. 1985 concerning a routine safety inspection conducted by N. A.

Nicholson on October 2-4, 1985.

Pursuant to the provisions of 10CFR2.201, this letter serves as a written statement concerning two items of noncompliance identified during the inspection.

Item 1 On numerous occasions during 1985, licensed material that was not readily soluble or dispersible was released from the Ford Nuclear Reactor / Phoenix Memorial Laboratory (FNR/PML) to the sanitary sewer.

(1) Corrective Action Taken and the Results Achieved:

A rubber sealing gasket on the final, 5-micron filter in the retention tank liquid discharge line was missing and has been properly replaced. As a result, the maximum particle size contained in liquids being discharged to the sanitary sewer is less than 5 microns.

(2) Corrective Action to be Taken to Avoid Further Noncompliance:

The retention tank dumping procedure, HP 115, has been reviewed with the health physics staff. The fourth sentence in section 5.10.3 has been revised to read,

" Check the clear CUNO filter holder to assure that the filters are properly installed and that a sludge buildup has not occurred".

(3) The Date When Full Compliance Will be Achieved:

.. a Item 2 No effluent reports for the fourth quarter 1984 and the first and second quarters 1985 were prepared.

(1) Corrective Action Taken and the Results Achieved:

All quarterly effluent reports through the third quarter 1985 have been prepared and reviewed.

(2) Corrective Action to be Taken to Avoid Further Noncompliance:

Preparation of effluent reports has been reviewed with the health physics staff. The Reactor Manager has started a tickler file with a quarterly tickle for the effluent reports.

(3) The Date When Full Compliance Will be Achieved:

November 7, 1985.
