. UNIVERSITY OF MICHIGAN FORD NUCLEAR REACTOR EMERGENCY PLAN We have reviewed the proposed emergency plan changes for the University-of Michigan Ford Nuclear Reactor dated July 25 and August 23, 1988 against
'10CFR50.54(q). Our review indicates that the proposed changes do not decrease the effectiveness of the currently approved emergency plan and the plan maintains' compliance with 10 CFR 50, Appendix E.
The proposed changes, therefore may' be incorporated.into the current emergency plan.

TheLUniversity of Michigan hereby submits modifications to the Ford Nuclear Reactor Emergency Plan.
The changes are not substantive.
Most resulted-from a change to the University Hospital Disaster Plan for Radioactive Contamination Accidents which was previously submitted to you for review.
All' changes are indicated or underlined in red.
Appendix'2, Emergency Director Emergency Procedures Section 5 An accident report format was added in Section 5.3.
The previous revision called for decontamination of injured personnel.
It was decided that attempts by our operating staff to decontaminate injured personnel might aggravate any injuries.
Appendix 3, Department of Safety Emergency Procedures Page 3-8 Paragraph 6 was added to provide ambulance service if needed.
