This is a request under the Freedom of Information Act, as amended.

I would like to obtain a copy of the following categories of documents related to the University of Michigan Ford nuclear reactor and its conversion from highly enriched uranium (HEU) fuel to low enriched uranium (LEU) fuel:

(1) All safety analyses concerning reactor operation using LEU or combinations of HEU and LEU fuel elements; (2) All records of empirical test data concerning reactor operation using LEU, and all evaluations of such data; (3) All analyses, reports and evaluations of the feasibility of conversion of the Ford nuclear reactor to LEU, whether generated by the University of Michigan staff or by NRC; (4) All studies concerning the applicability of the Ford conversion experience to other research reactors.

The Committee to Bridge the Gap is a non-profit public interest organization which has been actively involved in the development of NRC's rule curbing the use of highly enriched uranium. We are tax-exempt under section 501(c)(3) of the tax code. The requested documents will be used in our ongoing research on conversion of non-power reactors to low enriched uranium fuels. Results of our research have been and will centinue to be widely disseminated. We have presented our work on numerous occasions in testimony before the Commission, the ACRS, arid the Congress. Our work based on the requested '

documents will be provided without charge, as always, to interested members of the public around the country and to the news media. Pursuant to 10 CFR 9.14a, we therefore request a complete waiver on fees for search and reproduction of records.
