- 1. REVISED PHYSICAL SECURITY PLAN, LICENSE AMENDMENT
- 2. APPROVAL OF CHANGES TO THE EMERGENCY PLAN The Nuclear Regulatory Commission has issued the enclosed Amendment No. 32 to Facility Operating License No. R-28 for the University of Michigan nuclear facility..This amendment consists of a change to the License Conditions to reflect approval of a revised physical security plan dated May 27, 1986 and submitted by letter dated July 15, 1986 and amended on October 13, 1986. The revision to the physical security plan reflects new measures used to protect special nuclear material of low strategic significance resulting from the conversion of high-to-low enriched uranium reactor fuel.
A~ copy of.the related Safety Evaluation supporting Amendment No. 32 to Facility Operating License No. R-28 is enclosed.
We have also completed the review of the revised emergency plan which was submitted by letter dated August 14, 1987. Our review, which was conducted in accordance with 10 CFR 50.54(q), indicates that the proposed changes do not decrease the effectiveness of the currently approved emergency plan and the plan maintains compliance with 10 CFR 50, Appendix E.
The proposed changes may, therefore, be incorporated into the current emergency plan.

the appendices are editorial, and have resulted from an annual review of the Emergency Plan.

The changes to pages 13 to 15 have been made because facility management has recently been slightly reorganized.
A second Assistant Reactor Manager has been added.
The Reactor Manager and both Assistant Reactor Managers are licensed Senior Reactor operators.
One of the three is always on duty as facility on-call i
l supervisor.
1 There is no longer a need for reactor operators to be in the line i
of succession for Emergency Director.
In the event of an emergency, the reactor operators on duty follow their emergency operating procedure, safely shut down the reactor, isolate the reactor building, and perform a preliminary evaluation of the severity.of the emergency.
These actions constitute the immediate actions needed to mitigate the consequences of an emergency.
Subsequent actions such as notifications, press releases, and longer term procedures required for clean-up and re-entry are initiated by the emergency Director.

UNIVERSITY OF MICHIGAN, FORD NUCLEAR REACTOR EMERGENCY PLAN The staff has reviewed the revised emergency plan, submitted by your letter of January 15, 1988, against the requirements of 10 CFR 50.54(q). The staff finds that one proposed change decreases the effectiveness.of the currently approved emergency plan.
In the currently approved plan, notification of an incident will be promptly reported to the NRC. The proposed revision would specify a reporting time.of-two hours after arrival of the Emergency Director at the facility (Section 3.2.1). The proposed time frame of two hours to notify the NRC does not provide
'for a timely response by the NRC to an unusual event or an alert. Further, the time period for notification begins with the arrival of the Emergency Director at the facility which allows for an additional undetermined delay in notification of the NRC. A time frame of one hour after classification of the event to notify the NRC would be an appropriate change to the emergency plan. Therefore,
-Section 3.2.1.should be modified to read "...within one hour after the event is classified as an unusual event or an alert," instead of "...within two hours after arrival of the Emergency Director at the facility."
You are requested to provide a response to this request within 30 days of the date of this letter.
