c FORD NUCLEAR REACTOR QUALITY ASSURANCE PROGRAM January, 1986 responsible supervisory experience, demonstrate knowledge of nuclear engineering principles and practices, and demonstrate the ability to be licensed by the Nuclear Regulatory Commission as a senior reactor operator.

2.2 Quality Assurance Oroanization The FNR Quality Assurance Committee, Figure 1, is responsible for the implementation of quality assurance requirements on a project basis. Permanent committee members include the Reactor Manager (Chairman)and the Asnistant Reactor Manager. Ad hoc project members include a design engineer and a quality engineer. These functions may not be combined, but.may be filled by one of the permanent committee members.

Members of the Quality Assurance Committee who are responsible for verification of conformance to established requirements will not have direct responsibility for performing the work being verified.

The FNR Safety Review Committee serves to provide technical advice and must grant final approval of proj ect safety analysis and design prior to implementation.

2.2.1 Reactor Manaaer The Reactor Manager is responsible fort a) Assigning ad hoc Quality Assurance Committee members.

b) Scheduling and chairing project reviews.

c) Assigning drawing and document numbers as required.

d) Submitting safety analysis and project design to the Safety Review Committee for approval, e) Submitting license and technical specification amendments to the NRC as required.

4 s-FORD NUCLEAR REACTOR QUALITY ASSURANCE PROGRAM January, 1986 f) Resolving disputes involving quality arising from differences of opinion between Quality Assurance Committee members and personnel performing the work being verified. Issues that cannot te resolved by the Reactor Manager will be presented to the Safety Review Committee for final resolution.

2.2.2 Assistant Reactor Manaaer The Assistant Reactor Manager is responsible for:

a) Maintaini.ng a project file that contains copies of all records associated with the proj ect.

b) Maintaining measuring and test equipment properly calibrated.

2.2.3 Desion Enoineer The design engineer is responsible fore a) Perf orming a saf ety analysis including technical specifications and standard requirements, b) Developing the required design.

c) Preparing information required for procurement documents.

d) Controlling procured material upon arrival at the facility.

e) Preparing procedures f or installation and tests.

f) Completing drawings, system descriptions, procedures, regulations, and changes to the technical specifications and license as required.

g) Maintaining a complete file with the Assistant Reactor Manager of all work related to the modification.
