SUBJECT:
ACCEPT ANCE REVIEW OF THE SAXTON NUCLEAR EXPERIMENTAL FACILITY LICENSE TERMINATION PLAN iTAC NO. MA47641
Dear Mr. Kuent':
The Nuc! ear Reg. cater $> Comm:ss on staf f ,tne staf fi has completed its acceptance review of it'e Sacor N. c ea* E.cer mentai Fac+tv SNEF. License Termination Plan (LTP) that
',oa suem tied r F ec .a , 2 3 ' 999 n accordance .vith 10 CFR 50.82(aH9). Your cover letter states that ,ou suonattea tne LTP at this time because you are within two years of completing the aecommissioning and remediation activities at the SNEF site. The purpose of the acceptance reuen is to ;udge completeness on the basis of the mintmum ,
information required to begin a detailed review. The acceptance review was performed l considenng the guidance in draf t NUREG-1700. "The Standard Review Plan for Evaluating Nuclear Power Reactor License 't ermination Plans" and Regulatory Guide 1.179, " Standard Format and Content of License Termination Plans for Nuclear Power Reactors."
The staff has concluded that there is not sufficient information in the LTP at this time to initiate a detailed review. Additional information is needed in the areas of the final status survey plan and site-specific decommissioning costs. The LTP does not contain details on the methods and assumptions used to demonstrate compliance with the radiological criteria 'or license termination. The LTP should contain detailed final status survey plan information in the areas of survey protocols. identification and characterization of each survey unit data on scans performed, investigation levels. and the reference coordinate p system established for the site areas. For site specific decommissicaing costs, information is needed in sufficient detail to allow the staff to independently estimate your decommissioning costs and financial assurance.
