REQUEST FOR ADDITIONAL INFORMATION We are continuing our review of your application for amendment of Amended Facility License No. DPR-4 for the Saxton Nuclear Experimental Corporation Reactor which you submitted on June 23, 1993. During our review of your application, questions have arisen for which we require additional information and clarification.
Please provide responses to the enclosed Request for Additional Information within 60 days of the date of this letter.

P ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION SAXTON NUCLEAR EXPERIMENTAL CORPORATION DOCKET NO. 50-146 The existing license and technical specifications (TS) for the Saxton Nuclear Experimental Corporation (SNEC) Facility are written for a facility that is in a possession only status with no activities occurring except periodic inspections and that maintenance necessary to ensure the stability of the facility. This amendment request represents a new stage of activity at the facility and requires additional changes to the TS to reflect these activities.
Because of the small size of the reactor and the long period of time the facility has been shut down, ANSI /ANS 15.1-1990, "The Development of Technical Specifications for Research Reactors" may be used as a reference for the TS.
In addition, please find attached a draft chapter concerning technical specifications from a standard content and format guide under development by the staff for non-power reactors that may also be used as a reference.
Please provide TS replacement pages as necessary.
1.
Administrative Organization.
Please describe the organization relationship of the corporation from the organization head to the supervisory level.
Include the relationship of the radiation protection and quality assurance functions to the management chain. Also describe the relationship of the review and audit function to the management chain.
Briefly describe the responsibilities of the various management positions.
This information should be added to the TS.
2.
Staffing. Describe as a TS the minimum staffing to perform entry and characterization activities in the containment building.
3.
Selection and Training of Personnel.
Please describe the qualifications and training of personnel that will be authorized to conduct characterization activities in the containment building.
4.
Review and Audit. A method for the independent review and audit of the safety aspects of facility activities needs to be established to advise facility management. Please propose TS to establish this committee.
Include composition and qualifications of committee members, charter and rules requirements including meeting frequency, quorums, records, and review responsibilities, and the audit function including audit responsibilities and frequencies.
5.
Radiation Safety.
Please propose a TS that states who has responsibility for radiation safety and the authority of that person (s) to interdict or terminate safety-related activities.
6.
Procedures.
Please propose a new TS or expand TS 4.d. to ensure that activities are carried our under written procedures that are properly prepared, reviewed and approved.
Include the review and approval method for procedures, and methodology for changing procedures.

7.
Reports.
Please add to the list in TS 5.a. events that require reporting to the NRC violation of a license or TS condition and the discovery of any of the conditions in TS 2.b.
8.
Records. TS 3.e. discusses design changes and maintenance necessary to maintain the facility as described in the Saxton Decommissioning Plan and Safety Analysis Report as revised by SNEC letter dated May 31, 1974.
In view of the TS change request, can SNEC continue to meet this TS? Also add the results of characterization studies to the list of records to be maintained.

The TS refer to sections of the "old" 10 CFR Part 20 that will be replaced on January 1,1994 with the revisions to Part 20.
Please consider updating references on the TS to refer to revised Part 20 sections.
- 10. TS 4.c. discusses the need to have maintenance work performed under health physics control.
Please amend this TS to include characterization work.
- 11. You discuss the movement of shield blocks to obtain sample / survey information. After the information is obtained, will shield blocks be placed back in their original position?
- 12. How will workers be protected against industrial hazards when performing
