During an NRC inspection conducted on February 10 - 14,1997, violations NRC , | |||
requirements were identified. In accordance with the " General Statement f Policy and | |||
Procedure for NRC Enforcement Actions,"(NUREG 1600), the violation are listed below: | |||
A. 10 CFR 50.65(b) establishes the scoping criteria for selectio of safety-related and | |||
non-safety related structures, systnms, or components to b included within the , | |||
Maintenance Rule program. Scoping criteria shallinclud ,in part, non-safety related | |||
structures, systems, or components that are relied upo to mitigate accidents or l | |||
transients, or are used in the plant emergency opera g procedures, or whose failure | |||
could prevent safety-related structures, systems, a components from fulfilling their | |||

safety-related system. | |||
Catawba Nuclear Station Administrative Pr edure, EDM-210, REQUIREMENTS FOR | |||
MONITORING THE EFFECTIVENESS O MAINTENANCE AT THE NUCLEAR | |||
POWER PLANTS OR THE MAINTENA E RULE, Revision 3, implemented the | |||
requirements of 10 CFR 50.65(b). | |||
Contrary to the above, as of Feb ry 10,1997, the licensee fai!ad to include a | |||
, | |||
number of structures, systems, d components within the scope of the Maintenance , | |||
Rule as required. Specifically, e following systems and components were not | |||
included within the scope of e Maintenance Rule. | |||
1. Nuclear Samplin ystems NM-3 and NM-4; and Auxiliary Building Chilled ; | |||
Water System Y -1 (maintains chilled water to the NM sample flow Heat l | |||
exchanger) - ese non-safety related systems were not included in the scope | |||
of the Maint ance Rule even though they are relied upon to mitigate | |||
accidents r transients. | |||
2. Main eam to Auxiliary Equipment System SA-3 (maintains steam supply to | |||
the t ee condensate steam air ejectors on each unit) - This non-safety related | |||
sy em was not included in the scope of the Maintenance Rule even though its | |||
f lure could cause a reactor scram cr the actuation of a safetyrelated system. | |||
3. Ice Condenser Hitch Pins 073S (maintains configuration of the ice baskets)- | |||
These non-safety related components were not included in the scope of the | |||
Maintenance Rule even though their failure could prevent safety-related | |||
