  • Part 50.55(c) rcgarding the deficiency involving the Ucstinghouse Medium Voltacc, type Dil-P 4,16 KV suitchscar, used on busses C1 and D1, at Davia-Besso Nuclear Power Station Unit No. 1. This was discussed by Mr.

C..R. Domeck, Nuclear Project Engineer, with Mr. T. Vandcl, NRC Region III Office of Inspection and Enforcement, on September 24, 1976, and was

. reported 'as a deficiency. ,

Description _ of the Deficiency . .

In response to an iuquiry regarding the scismic capability of the appurte- I nances to the subject suitchgear, a Ucstinghouse sales engineer responded l to our agent, Dccht.cl Company, that the Cencral Electric Type HFA relay )

was not scismically qualified Class IE.

Corrective Action

  • A joint meeting with'Ucstinghouse, Dechtcl, and Toledo Edison at Pittsburgh revealed that. Ucstinghouse had scismically tested a prototype switchucar assembly, and made an analysis of the appurtenances to qualify the l Davis -Besse suitchgear and the components to Class IE, per our specifica-l tionc. The scismic qualification reports were submitted as required by 1

to represent the various available types of movements, and were performed at severe seismic icycls well above those for Davis-Hesse. The Type llFA rhlays were not, however, included in the prototype test. Recent infor-

- nation received from the poneral Electric Company has confirmed the seismic qualification of the Type !:FA rela'yc for this application.

Safety Implications .

Since no actual equipment deficiency existed, the health and safety of
