SUMMARY

OF SEPTEMBER 22, 2016, PRE-APPLICATION MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY REGARDING ALTERNATE SOURCE TERM SUBMITTAL (CAC NO. MF8263)

On September 22, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company (SNC) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

This was a pre-application meeting to discuss a future license amendment regarding an alternate source term (AST) submittal. The meeting notice and agenda, dated August 18, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16229A132. A list of attendees is enclosed.

Prior to the meeting, SNC provided the following documents, which are available in ADAMS at Package Accession No. ML16260A083:

( 1) Presentation slides (2) Draft license amendment request (LAR) regarding AST (3) Draft fuel handling accident dose consequences using AST methods (4) Draft loss-of-coolant accident dose consequences using AST methods During the meeting, SNC presented the LAR scope and key features of the submittal. SNC stated that the AST amendment is being submitted for the purpose of improving operations and testing margins. SNC stated that the LAR is consistent with Regulatory Guide (RG) 1.183, Revision 1, "Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors," (ADAMS Accession No. ML003716792) and will address six design-basis accidents (DBAs). SNC stated that the dose calculations include new onsite pathway dose from the Refueling Water Storage Tank (RWST), no plant modifications are included in the amendment, no changes to any of the containment analyses, no changes to any balance of plant equipment or system performances, and no changes to instrumentation set points. In addition, the amendment will include a minor change to Technical Specification 5.5.18, "Control Room Integrity Program (CRIP)," to align with Technical Specifications Task Force (TSTF)

Traveler TSTF-448, Revision 3, "Control Room Habitability".

The NRC staff made the following key suggestions during the meeting:

  • Include the operator dose during access to and from the control room.
  • Include any changes to manual actions and include a discussion regarding human factors.
  • Consider providing the radionuclide transport, removal and dose estimation (RADTRAD) input and output files for the DBAs as an attachment to the submittal.
  • Include the basic parameters for DBAs that are needed for the NRC staff to perform an independent calculation.
  • Define all variables used in any equations and ensure the results are clear.
  • If including the values of gap fractions as calculated per the Draft RG 1.183, Revision 2, explain any differences from the gap fractions as calculated per RG 1.183, Revision 1.
  • Consider including the OBA calculations in the application. SNC responded that both parties could also consider an audit to review the calculations.
  • Add clarity to the meteorology portion of the LAR, specifically, regarding any changes to the NRC-approved atmospheric dispersion factors (x/Q)
  • For any new added pathway(s) x/Q values, suggest include a copy of the x/Q calculation, the meteorological data, and ARCON96 dispersion model output.

No regulatory decisions or commitments were made during the meeting. There were no public comments.
