OF THE APRIL 29, 2014, CLOSED MEETING BETWEEN REPRESENTATIVES OF THE U.S. ARMY CORPS OF ENGINEERS, THE U.S. NUCLEAR REGULATORY COMMISSION, AND SOUTHERN NUCLEAR COMPANY TO DISCUSS DAM FAILURE ANALYSIS FOR THE JOSEPH M.

FARLEY NUCLEAR PLANT, UNITS 1 AND 2 On April 29, 2014, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with the U.S. Army Corps of Engineers (USACE) and Southern Nuclear Company (SNC) to discuss the dam failure analysis for Joseph M. Farley Nuclear Plant, Units 1 and 2 (Farley) located in Columbia, Alabama. The list of meeting attendees is included as an Enclosure to this summary.

USACE opened this meeting by discussing their water management practices, which includes providing flood control, and the technical assistance being provided to the NRC. The USACE then presented their screening and modeling approaches for Farley. In developing this approach, USACE followed the guidance in Interim Staff Guidance (ISG) JLD-ISG-2013-01, Guidance for Assessment of Flooding Hazards Due to Dam Failure, Revision 0, dated July 29, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13151A153), and collected data from the National Inventory of Dams (NID).

The USACE used the ISGs screening methods to determine that all dams except the Buford, West Point, and WF George Dams were considered inconsequential or non-critical for the Farley site and did not require additional detailed analysis.

Since the Buford, West Point, and WF George Dams were considered critical dams, the USACE plans to develop hydrologic and hydraulic models of the Chattahooche River that includes these dams. In accordance with the ISG, these three dams will be evaluated for postulated failure due to seismic, flooding and sunny day events. After completing the modeling analysis, the USACE will provide SNC with hydrographs at the Farley site for each postulated failure scenario. The NRC and SNC agreed to have follow-up discussions after the hydrographs have been completed.

The NRC staff informed SNC that it would need to submit a letter to the NRC in the event SNC wanted simulation results at locations upstream and downstream of the Farley site. This letter should reference the specific Chattahooche River mile markers for this information. SNC indicated it would submit such a request to the NRC.
