OF SEPTEMBER 23, 2024, PRE-SUBMITTAL OBSERVATION MEETING HELD WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC.,

REGARDING PROPOSED LICENSE AMENDMENT REQUEST FOR AN EXCEPTION FROM FOOTNOTE 11 IN REGULATORY GUIDE 1.183, REVISION 0, ALTERNATIVE RADIOLOGICAL SOURCE TERMS FOR EVALUATING DESIGN BASIS ACCIDENTS AT NUCLEAR POWER REACTORS, FOR JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 (EPID L-2024-LRM-0108)

On September 23, 2024, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) to except Joseph M. Farley Nuclear Plant (Farley), Units 1 and 2, from the requirements of Regulatory Guide (RG) 1.183, Revision 0, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors, (Agencywide Documents Access and Managem ent System (ADAMS) Accession No. ML23082A305). Specifically, SNC is requesting t hat Farley, Units 1 and 2, be excepted from Footnote 11 to Table 3, Non-Loss-of-Coolant-Accident (LOCA)] Fraction of Fission Product Inventory in Gap, of RG 1.183, Revision 0.

On September 11, 2024 (ML24260A149), the meet ing was noticed on the NRC public webpage.

A list of attendees is provided in the Enclosure.

The NRC staff opened the meeting with introductory remarks and a roll call of the attendees.

The SNC representative presented slides contained in ML24260A079 which described SNCs proposed LAR, outlined technical and regulatory evaluation for the proposed change, described precedent material, and outlined the proposed submittal schedule.

NRC staff provided the following comments and sugges tions for the licens ees consideration:

1. SNC include the revision version of PNNL-18212, Update of Gap Release Fractions for Non-LOCA Events Utilizing the Revised [Ameri can Nuclear Society] 5.4 Standard, that SNC is referencing in its LAR submittal.

2. SNC describe the conservatisms and assump tions used in its analysis of the rod ejection accident.

3. Provide a comparison table as previously done in Enclosure 12 to SNCs alternate source term license amendment request dated November 22, 2016 (ML16336A024).

During the meeting, SNC stated it intends to submit the amendment request by September 30, 2024, with a requested NRC approval of one year from completion of the NRCs acceptance review.

The meeting adjourned at 3:35 pm Eastern Time (ET). There were no public questions or comments provided during the meeting. The NRC staff did not consult with the SNC personnel, and the NRC staff did not make any regulatory decisions during the meeting. Once received, the NRC staff will perform a thorough review of the proposed license amendment. The NRC staff will make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.
