SUMMARY

OF APRIL 3, 2024, OBSERVATION PRE-SUBMITTAL MEETING HELD WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC.,

REGARDING PROPOSED LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 3.6.5, CONTAINMENT AIR TEMPERATURE, COMPLETION TIME INCREASE USING RISK-INFORMED PROCESS FOR EVALUATION TO INCREASE FOR JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 (EPID NO. L-2024-LRM-0042)

On April 3, 2024, an observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) to increase the completion time for Technical Specification (TS)

Limiting Condition for Operation (LCO) 3.6.5, Containment Air Temperature, at Joseph M.

Farley Nuclear Plant (Farley), Units 1 and 2. The meeting notice and agenda, dated March 17, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No. ML24078A333. A list of attendees is provided in the enclosure.

During the meeting, the licensee discussed its proposed LAR using slides (ADAMS Accession No. ML24088A166) covering the current and proposed TS change, technical evaluation, preliminary risk analysis and screening results, regulatory evaluation and expected schedule.

the proposed LAR would modify Farley, Units 1 and 2, TS LCO 3.6.5 by adding Required Actions and associated Completion Times for Condition A, as well as removing an expired LCO Note from a prior emergency amendment. The licensee also discussed its proposed use of the Risk-Informed Process for Evaluation (RIPE) process.

The NRC staff discussed the following issues and concerns with SNC:

1. Address any human actions and response times that may be needed to complete specified actions during a design-basis accident.
2. Address any potential impacts on the integrated leak rate test pressure Pa which is a TS parameter.
3. Address any potential impacts on the environment and the ultimate heat sink (UHS) caused by the additional heat load.
4. Address potential impacts of the proposed change on the capacity and capability of the emergency diesel generators.
5. Identify any design basis changes related to the proposed license amendment.
6. Address potential impacts on equipment and environmental qualifications because of the proposed increase in average containment air temperature and associated heat removal systems. Identify any deviations from assumptions used in equipment qualification analyses and design limits established by equipment manufacturers/vendors. Identify the cumulative effects of multiple/sustained temperature excursions above 120 degrees Fahrenheit.
7. Discuss loss-of-coolant-accident (LOCA) sump temperature response, available net positive suction head (NPSH) during LOCA recirculation phase, and if any (or additional) containment accident pressure (CAP) is needed during the transient to maintain positive NPSH margin. Identify if any (or additional) CAP is needed during the transient and any saturation pressure impacts.
8. SNC stated that the LAR will be submitted on April 25, 2024, and approval is needed by August 25, 2024 (i.e., about 123 days). The NRC staff noted that the RIPE review schedule is an already compressed schedule with a review goal of 140 days which suggests that the SNC schedule may be overly optimistic.
9. Questioned how this qualifies as a RIPE submittal as it appears to replicate the intent of the deterministic emergency amendment approved by the NRC in 2023 (ML23235A296).

The meeting adjourned at 2:48 pm Eastern Time (ET). There were no public questions or comments provided during the meeting. The NRC staff did not consult with the SNC personnel, and the NRC staff did not make any regulatory decisions during the meeting. Once received, the NRC staff will perform a thorough review of the proposed alternative requests. The NRC staff will make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.
