OF OCTOBER 16, 2018, MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC. TO DISCUSS THE JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2, ELECTRICAL DISTRIBUTION SYSTEM AS IT RELATES TO THE RISK-INFORMED COMPLETION TIMES AMENDMENT (EPID L-2018-LLA-0210)
On October 16, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating, Inc., (SNC) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. This meeting was primarily an informational meeting for NRC staff to understand and ask questions regarding the Farley electrical distribution system to aid in the NRC staff's review of the license amendment request dated July 27, 2018 (Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18208A619) to implement Nuclear Energy lnstitute's (NEI) 06-09, Revision 0-A, "Risk-Informed Technical Specifications Initiative 4b, Risk-Managed Technical Specifications (RMTS} Guidelines."
The meeting notice and agenda, dated September 25, 2018, are available in the NRC Public Meeting website and in ADAMS at Accession No. ML18268A170. A list of attendees is provided in Enclosure 1. During the meeting the discussion followed SNC presentation slides (ADAMS Accession No. ML182906094).
In addition to requesting the Farley electrical distribution training lesson plans, the NRC staff requested clarification and SNC agreed to respond to the following questions:
- 1. Is there a breaker between the main generator and the main power transformers?
- 2. Is the 2C Diesel Generator (DG) a Class 1 E diesel?
- 3. Does the 1 C DG have the capacity to shutdown the unit under safety injection conditions?
- 4. What are the common equipment loads among the two Units?
- 5. What are the licensing basis accident loads for each of the four DGs.
- 6. Provide information on logic that prevents starting 2 pumps in the same train.
- 7. Is the 2C DG credited in the Probability Risk Assessment?
- 8. Does the sequencer perform the load shed function or do the under voltage relays perform the load shed function?
No regulatory decisions or commitments were made during the meeting. There were no members of the public that participated.
