SUBJECT: SUMMARY OF DECEMBER 8, 2016, TELECONFERENCE WITH PSEG NUCLEAR LLC REGARDING PLANNED LICENSE AMENDMENT REQUEST REGARDING CHANGE TO EMERGENCY ACTION LEVELS (CAC NOS. MF8875, MF8876, AND MF8877) On December 8, 2016, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear LLC (PSEG, the licensee). The purpose of the meeting was to discuss the licensee's plan to submit a license amendment request (LAR) for the Hope Creek Generating Station (Hope Creek) and Salem Nuclear Generating Station (Salem), Unit Nos. 1 and 2. The planned submittal will propose a change to Nuclear Energy Institute (NEI) 99-01, Revision 6, "Development of Emergency Action Levels for Non-Passive Reactors, "1 for the Salem and Hope Creek Emergency Action Levels (EALs). The meeting notice and agenda, dated November 28, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 16333A087. A list of attendees is enclosed. The licensee provided a status of the planned submittal. The schedule currently calls for the LAR to be submitted by the end of January 2017. The licensee intends to ask for a review timeframe commensurate with the NRC's standard LAR review time (approximately 1 year) and an implementation period of 180 days to support operator training sessions. The NRC staff made a number of comments regarding its review process and what is needed from the licensee to support a timely review. The information listed below was conveyed to PSEG: ( 1) The regulatory basis for EAL scheme changes is contained in Appendix E to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Section IV.B.2. (2) The NRC staff will look for the following information as part of its review: (a) A redline strike out of the Hope Creek and Salem bases documents, as compared to NEI 99-01, Revision 6. (b) A clean version of the Hope Creek and Salem bases documents.
