OF FEBRUARY 27, 2024, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS FUTURE AMENDMENT REGARDING 24 MONTH FUEL CYCLE AND SURVEILLANCE INTERVAL EXTENSION (EPID L-2024-LRM-0021)
On February 27, 2024, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee). The purpose of the meeting was to discuss with PSEG on upcoming future license amendment request (LAR) regarding 24-Month Fuel Cycle (24MFC) for the Hope Creek Generating Station (Hope Creek). The meeting notice and agenda, dated February 13, 2024, are available in the Agencywide Documents A ccess and Management System (ADAMS) at Accession No. ML24044A095. A list of attendees is enclosed.
The licensee presented information from the slides contained in ML24052A390 to provide overview of 24MFC LAR Development Approac h and 24MFC LAR Interface with Improved Technical Specifications (ITS) Conversion LAR:
PSEG will utilize Generic Letter (GL) 91-04, Changes in Technical Specification Surveillance Intervals to Accommodate a 24-Month Fuel Cycle as the technical basis for surveillance interval extensions from 18 months to 24 months consistent with recent NRC approved precedent.
The 24MFC LAR will be submitted concurrently with the ITS Conversion LAR. While the latter LAR will be wide sweeping, there will be no anticipated intersecting changes since the 24MFC approach to obtaining the one-time exception to the Surveillance Frequency Control Program will be in a new licensing condition.
24MFC implementation anticipated to occur no later than the Fall 2025, with the refueling outage scheduled to begin in October 2025.
During the presentation, the NRC staff stated that on page 6 of the presentation, the correct ADAMS Accession numbers for Fermi 2 and Prairie Island applications should be ML19312A110 and ML21218A093, respectively. Also, the NRC staff confirmed that the Hope Creek 24MFC amendment will be submitted in May 2024, not in March 2024.
The NRC staff did not make any regulatory decisions or commitments at the meeting. There were no members of the public in attendance.
