SUMMARY

OF MAY 26, 2022, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO EXTEND EMERGENCY DIESEL GENERATOR ALLOWED OUTAGE TIME (EPID L-2022-LRM-0037)

On May 26, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee) by teleconference. The purpose of the meeting was to discuss PSEGs planned submittal of license amendment request to extend the Emergency Diesel Generator Allowed Outage Time to 14 days for Salem Generating Station, Units 1 and 2. The meeting notice and agenda, dated May 10, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22130A192. A list of attendees is enclosed.

The licensee presented information from the slides contained in ML22132A004 to describe its upcoming license amendment request. Specifically, the licensee proposed to revise Technical Specification (TS) 3.8.1.1 Action b.4 to extend the inoperable diesel generator allowed outage time (AOT) from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 14 days after verifying the supplemental power source is available within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> and once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> thereafter. The licensee also proposed to add a subnote stating that after the initial verification, the supplemental power source may be unavailable for a single period of up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and the once per 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> requirement to verify that the supplemental power source is available may be suspended to perform any maintenance or inspection of the supplemental power source.

The licensee stated that the supplemental power source will consist of two portable, synchronized diesel generators, which are the same diesel generators used by Hope Creek for its extended AOT for the A and B Emergency Diesel Generators (EDGs). They will not be credited simultaneously by both stations for extended EDG AOTs.

The licensee was seeking the NRC staff feedback on the impact of including an additional TS change to the AOT extension. The potential change was for Surveillance Requirement (SR) 4.8.1.1.2.a.2 which, in the event of an inoperable EDG, requires the remaining operable EDGs to be started from a standby condition and achieve the required voltage and frequency loaded for at least 60 minutes. The proposed change would remove the requirement to load the EDG. The NRC staff stated it may require more time but it would be acceptable for review as long as SR 4.8.1.1.2.a.2 is not removed from the TS and indicates that the inoperable EDG does not require to operate loaded for at least 60 minutes after achieving the required voltage and frequency.

During the meeting, the NRC staff asked how the licensee would establish and implement the procedures and training to have the supplemental power source available for Salem. The licensee stated the current Hope Creek procedures and training, walkdown and time validation will be used to establish the Salem procedures and training.

There were no comments from members of the public. No public meeting feedback forms were received. No regulatory decisions were made at the meeting.
