SUMMARY

OF JUNE 24, 2015, PRE-SUBMITTAL MEETING WITH PSEG NUCLEAR LLC, ON UPGRADES AND MAINTENANCE TO THE CHILLED WATER SYSTEM AT SALEM NUCLEAR GENERATING STATION (TAC NOS. MF6308 AND MF6309)

On June 24, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear LLC (PSEG or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a proposed license amendment to support the upgrades and maintenance of the chilled water system at Salem Nuclear Generating Station. The meeting notice and agenda, dated June 8, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15159A790. A list of attendees is enclosed.

During the meeting, PSEG provided an overview of the planned license amendment request (LAR) as detailed in the licensee's slides and handout (ADAMS Accession Nos. ML15168A550 and ML15176A440, respectively). The following major topics were discussed: (1) current chilled water system configuration; (2) control area ventilation system; (3) proposed changes to the chilled water system; (4) proposed technical specification changes; and (5) justification for the new chilled water system configurations. The licensee anticipates submittal of the LAR within the next few months.

  • The NRC staff discussed (1) chilled water system modifications, including the dedication process, digital controls, and use of the system cross tie; (2) format of the proposed technical specifications, specifically the usability for the operators and the resident inspectors; (3) duration of the technical specification (temporary versus permanent); and (4) operating experience, such as service water fouling, with the licensee. In addition, for informational purposes, the NRC staff suggested PSEG look at draft Standard Review Plan (SRP) 9.2.7, "Chilled Water" .(ADAMS Accession No. ML14093A350), which is out for public comment. This SRP discusses what the NRC

. staff plans on looking at in chilled water systems in new reactors.
