July 28, 2020 LICENSEE: PSEG Nuclear LLC FACILITY: Salem Nuclear Generating Station, Unit Nos. 1 and 2

SUMMARY

OF JULY 20, 2020, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS PROPOSED RELIEF REQUEST FOR PRESSURIZER WELD INTERVAL EXTENSION (EPID L-2020-LRM-0063)

On July 20, 2020, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee) by teleconference. The purpose of the meeting was to discuss PSEGs proposed alternative relief request (RR) to increase the inspection interval for pressurizer shell-to-head welds using an Electric Power Research Institute (EPRI) report for Salem Nuclear Generating Station (Salem),

Unit Nos. 1 and 2. The meeting notice and agenda, dated July 7, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20189A168. A list of attendees is enclosed.

The licensee presented information from the slides contained in ADAMS Accession No. ML20195A396.

The NRC staff discussed with PSEG its plan to submit a proposed alternative RR to increase the inspection interval for pressurizer shell-to-head welds for Salem, Unit Nos. 1 and 2, with the following areas of interest:

1. PSEG plans to propose an alternative RR to change the inspection interval from 10 years to 30 years.
2. PSEG explained that the affected components are the Salem, Unit Nos.1 and 2, pressurizer shell-to-head circumferential and longitudinal welds. The affected components are under American Society of Mechanical Engineers (ASME), Class1, Category B-B, Items B2.11 and B2.12. PSEG stated that the proposed alternative would revise the inspection interval for these exam items to once every 30 years versus the current ASME Code,Section XI, requirement of every 10 years. PSEG plans to request the proposed alternative for the remainder of the fourth interval and through the fifth 10-year inspection interval, which is scheduled to end on December 31, 2030. PSEG plans to request NRC approval no later than August 31, 2021, to support implementation prior to the fall 2021 outage for Salem, Unit No. 2.
3. The NRC staff asked whether EPRI Report 3002015905, Technical Bases for Inspection Requirements for PWR Pressurizer Head, Shell-to-Head and Nozzle-to-Vessel Welds, was reviewed and approved by the NRC. PSEG stated that it has not been endorsed or approved by the NRC but is the technical basis for the RR.

PSEG will provide the plant-specific information documenting the applicability of the

report for Salem, Unit Nos. 1 and 2. This approach is similar to the approach used for the Vogtle Electric Generating Plant (Vogtle) RR currently under review.

4. The NRC staff stated the Probabilistic Fracture Mechanics software, PROMISE, Version1.0, was used on the previously submitted RR for Vogtle, but Version 2.0 is used in the EPRI report for the Salem, Unit Nos. 1 and 2, proposed RR. PSEG stated that a summary of the differences between PROMISE Versions 1.0 and 2.0 will be included in the RR application.
5. The NRC staff asked why Salem had less coverage (as low as 37 percent) than the minimum coverage of 50 percent assumed in the EPRI report. PSEG stated the low coverage was due to obstructions during the second interval, and the coverage was improved to 62.5 percent in the third interval. PSEG will include the coverage information during inservice inspection intervals and the preservice coverage information in its application.

There were no comments from the members of the public. No public meeting feedback forms were not received. No regulatory decisions were made at the meeting.
