The enclosed inspection report documents the inspection results, which were discussed at the exit meeting on May 17,2011, with you and other members of your staff. R. E. GINNA NUCLEAR POWER PLANT - NRC INSPECTION PROCEDURE 95001 SUPPLEMENTAL INSPECTION REPORT NO. O5OOO244I2O1 1 404
Dear Mr. Carlin:
On May 17,2011, the U.S. Nuclear Regulatory Commission (NRC) completed a supplemental inspection pursuant to Inspection Procedure 95001 at your Ginna Nuclear Power Plant to follow up on previous security inspection findings. The enclosed inspection report documents the inspection results, which were discussed at the exit meeting on May 17,2011, with you and other members of your staff. The NRC was informed of your readiness for the inspection on February 23,2011.
The inspection examined activities conducted under your license as they relate to security and compliance with the Commission's rules and regulations and with the conditions of your license.
The inspector reviewed selected procedures and records, observed activities, and interviewed personnel.
This report documents one NRO-identified finding (FlN) of very low security significance (i.e.,
Green as determined by the Baseline Security Significance Determination Process). The deficiency was promptly corrected or compensated for, and the plant was in compliance with applicable physical protection and security requirements within the scope of this inspection before the inspector left the site. This FIN did not involve a violation of NRC requirements.
The FIN had a cross-cutting aspect in the area of Human Performance (Work Practices component) because Constellation did not ensure supervisory and management oversight of work activities associated with implementing corrective actions tH.4(c)1. lf you disagree with the cross-cutting aspect assigned to the finding in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the Regional Administrator, Region l; and the NRC Resident lnspector at the Ginna Nuclear Power Plant.
