ER 0500024412011301; April 13,2011; R. E. Ginna; Initial Operator Licensing Examination
Report.
One NRC examiner evaluated the competency of one applicant for an instant senior reactor operator license at the R. E. Ginna Nuclear Power Plant. The facility licensee developed the examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The operating portion of the examination was waived.
An NRC examiner graded the written retake examination on April 19,2011. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the license was issued.

License Application Examination Scope The examiner reviewed the license application submitted by the licensee to ensure that it reflected that the applicant satisfied relevant license eligibility requirements. The application was submitted on NRC Form 398, "Personal Qualification Statement," and NRC Form 396, "Certification of Medical Examination by Facility Licensee."

Operator Knowledoe and Performance Examination Scope The licensee administered the written retake examination to one instant senior reactor operator applicant on April 13,2011. An NRC examiner conducted an independent grading of this written examination on April 19,2011.
Findinqs The applicant passed the written retake examination.
Initial Licensinq Exarnination Development Examination Scope The facility licensee developed the written retake examination in accordance with NUREG-1021, Revision 9, Supplement 1. All licensee facility training and operations individuals involved in examination preparation and validation were listed on a security agreement. The facility licensee submitted the written retake examination outline on December 7, 2010. The chief examiner reviewed the outlines against the requirements of NUREG-1021, Revision 9, Supplement 1, and provided comments to the licensee.
The facility licensee submitted the draft examination package on March 7,2011. The chief examiner reviewed the draft examination package against the requirements of NUREG-1021, Revision 9, Supplement 1, and provided comments to the licensee on the examination on March 10,2011. The licensee satisfactorily completed comment resolution on March 29,201'1.

The examiner determined that the written retake examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.
