| pursuant to 10 CFR 50.90, Southern California Edison (SCE) requested Nuclear Regulatory Commission (NRC) review and approval of the proposed amendment to make a temporary change to the steam generator management program and the license condition for maximum power. For the duration of Unit 2, Cycle 17, the proposedamendment would change the terms "full range of normal operating conditions" and "normal steady state full power operation" and restricts operation to 70 percent of the maximum authorized power level. "Full range of normal operating conditions" and "normalsteady state full power operation" shall be based upon the steam generators being operated under conditions associated with reactor core power levels up to 70 percent Rated Thermal Power (2406.6 megawatts thermal). The purpose of this e-mail is to provide the results of the U.S. Nuclear RegulatoryCommission (NRC) staff's acceptance review. The acceptance review was performed todetermine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended toidentify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The NRC staff has reviewed your application and concluded that it does provide technicalinformation in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability in terms of regulatory requirements and the protection of public health and safety and the environment. Dear Mr. Morgan:
By letter dated April 5, 2013, as supplemented on April 9, 2013, (Agencywide Documents Access and Management System Accession Nos. ML13098A043 and ML13100A021),
pursuant to 10 CFR 50.90, Southern California Edison (SCE) requested Nuclear Regulatory Commission (NRC) review and approval of the proposed amendment to make a temporary change to the steam generator management program and the license condition for maximum power. For the duration of Unit 2, Cycle 17, the proposed amendment would change the terms full range of normal operating conditions and normal steady state full power operation and restricts operation to 70 percent of the maximum authorized power level. Full range of normal operating conditions and normal steady state full power operation shall be based upon the steam generators being operated under conditions associated with reactor core power levels up to 70 percent Rated Thermal Power (2406.6 megawatts thermal).
The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
