Asyouknow,thecommunitiessurroundingtheSanOnofreGeneratingStation(SONGS)arehighlyactiveand focusedontheongoingstewardshipoftheplant.Thatstewardshiphingesonmanydifferentfactors, includingvariousrulemakingsandactionsbyyourCommission.
WearetheleadershipoftheSONGSCommunityEngagementPanel,avolunteerorganizationestablishedby thelicenseetohelpensureamoreopentwowaylineofcommunicationbetweenthecommunitiesaffected bytheclosureofSONGSandtheoperatoroftheplantanditscontractors.Todaywewriteontwofronts.
First,thereremainssubstantialandgrowingattentiontothesecurity,monitoringandmanagementofthe ISFSIonlylicense.Someoftheseissuesconcerntheneedforpoliticalactiontoalterfederallaw,suchaswill beneededtomakeinterimstorageapracticalreality.Someoftheseconcernpublicfacingmonitoringand robustarticulationofdefenseindepthfortheISFSI.TheSONGSsitenowhasamorevisibleandextensive programinthisareathanperhapsanysiteinthecountry,andallthematerialsfromthesemeetingsandCEP engagementareavailableatsongscommunity.com.InMay,wenoteinparticular,thatwedevotedanentire meetingtooutliereventsattheISFSIinparticular,terrorismrelatedthreats.Thebackgroundmaterialsfor thatmeetingidentifiedafullrangeofthreats,engagedsomeofthenationsleadingexpertsinassessing prioritiesrelatedtothosethreats,andassembledalargeandgrowingdatabaseofmaterialsrelatedtooutlier eventsatISFSIfacilities.
Second,aspartoftheMay2020meetingtherewasconsiderableattentiontoNRCsrulemakingwithregardto ISFSIsecurity(rootedinpolicypaperSECY070148).ThisarosebecausetheSONGSsitealreadyhasadopted provisionsthatgoaboveandbeyondthebaselevelsecurityrequirementsforanISFSIonlysite,andthereis keencommunityinterestinhowNRCisseeingtheseissuesevolvemoregenerally.(Apaperontheabove andbeyondmeasureswillbecirculatedtotheCEPnextweekandwearehappytosendyoua copy.)However,itisourunderstandingthatrulemakingonadditionalISFSIsecuritymeasureswassuspended (onstaffrecommendation)in2019.Isthatstillthecase?DoestheCommissionhaveanupdatedplanforISFSI securityrulemakingand/ordoyoubelievethatanysecurityhavebeenotherwiseaddressed?
