CLARIFICATION CALL WITH SOUTHERN CALIFORNIA EDISON (TAC NO. MF1379)

On April 29, 2013, the U.S. Nuclear Regulatory Commission (NRC) held a telephone call with Southern California Edison (SCE) to clarify information submitted in the San Onofre Nuclear Generating Station, Unit 2, license amendment request (LAR) submitted on April 5, 2013, and supplemented on April 9, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML13098A043 and ML13100A021, respectively). The NRC staff sought clarification regarding information referenced and discussed in the LAR and supplement that was previously provided in the April 2, 2013, response to NRC request for additional information 11, Revision 1 (ADAMS Accession No. ML13094A077), related to the licensees October 3, 2012 confirmatory action letter response. In particular, the NRC staff sought clarification concerning procedural changes for the power dependent Technical Specification Surveillance Requirements (SRs) 3.2.2.1, 3.2.3.3, 3.3.1.2, 3.3.1.5, and 3.3.1.11.

The licensee confirmed for the NRC staff that, although SRs 3.2.2.1, 3.2.3.3, and 3.3.1.11 are power dependent, their performance would not be impacted by the proposed restricted 70%

power, and the procedural changes are intended to ensure they will be performed at or before the required frequency. The licensee also indicated that it planned to supplement the LAR with additional license conditions to more clearly demonstrate that it will perform SRs 3.3.1.2 and 3.3.1.5 prior to reaching the proposed restricted 70% power level (between 68 and 70 percent rated thermal power). In addition, the licensee plans to submit information with the supplement that will clarify the discussions provided in the LAR submittals.
