By letter dated March 17, 1997, Carolina Power & Light Company (CP&L) submitted a Request for License Amendment to the NRC for the Harris Nuclear Plant (HNP) concerning deletion of the restrictions contained in HNP Technical Specification (TS) surveillances which specify that specific surveillance tests must be performed while the unit is shutdown. During subsequent conversations, the NRC requested that CP&L also revise TS Bases section 4.0.2, to clarify guidance related to safely performing surveillance testing at power.

Please reference the enclosed TS Bases revision, which responds to the NRC request and provides consistency with the guidance contained in NRC Generic Letter 91-04 "Changes in Technical Specification Surveillance Intervals to Accomodate A 24-Month Fuel Cycle".

CP&L's 10CFR50.92 and Environmental Consideration Evaluations submitted on March 17, 1997 remain unaffected by the submittal of the enclosed supplemental information. Ifyou have any questions regarding this matter or need additional information, please contact Mr. J. H.
