By letter dated November 4, 2009, Entergy Operations, Inc. (Entergy, the licensee), submitted Request to Extend the Inservice Inspection Interval for the Visual Examination of Accessible Interior to Reactor Vessel Attachment Weld.

Specifically, Entergy requested permission to extend the Inservice Inspection (ISI) interval that is required by Examination Categories B-N-2 and B-N-3 of Table IWB-2500-1 of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code, 2001 Edition, 2003 Addenda for the fourth 10-year interval for Arkansas Nuclear One, Unit 2 (ANO-2). Table IWB-2500-1, examination categories B-N-2 and B-N-3 requires a visual examination of the accessible interior attachment welds within and beyond the beltline region and a visual examination of the accessible core support structure surfaces of the reactor pressure vessel once each ten-year interval.

The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Pursuant to Sections 50.55a(a)(3)(i) of Title 10 of the Code of Federal Regulations (10 CFR), the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety. The NRC staff has reviewed your application and concludes that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the request for alternative in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
