Bice Mr. Bice, By letter dated April 4, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12096A022), Entergy Operations, Inc. (Entergy) requested an amendment to the Facility Operating License for the Arkansas Nuclear One, Unit 2 (ANO-2).

The proposed amendment addresses the ANO-2 revised fuel assembly drop analysis (fuel handling accident) based on the recently approved Alternate Source Terms (AST),

(Safety Evaluation dated April 26, 2011, ADAMS Accession No. ML110980197). In the AST amendment request, the original fuel handling accident (FHA) analysis assumed failure of 60 fuel rods in a single fuel assembly and the revised analysis assumes the failure of all fuel rods in two fuel assemblies (472 rods). Since the changes necessary to support the revised FHA affect similar TSs associated with NRC-approved Technical Specification Task Force (TSTF) Standard Technical Specification Change Travelers TSTF-51, TSTF-272, TSTF-268, and TSTF-471, Entergy proposed to adopt these TSTFs in conjunction with changes necessary to support the revised FHA.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

In a conference call between the NRC staff on May 9, 2012, Entergy stated it will be supplementing the application dated April 4, 2012, to eliminate specific differences/deviations associated with adoption of TSTF-51. Specifically, (1) the term "recently" as it is associated with TSTF-51 will be adopted, (2) the two commitments

associated with TSTF-51 will be adopted, and (3) the associated TS Bases, consistent with the requirements of TSTF-51, will be revised as necessary to accommodate the above changes. Additionally, Entergy stated that the agreement to supplement the April 4, 2012, letter has been discussed and verbally approved by the ANO Director, Nuclear Safety Assurance and Onsite Safety Review Committee Chairman and due to the extent of these changes and the supplement will be sent within 60 days from the receipt of this report.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR),

an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations. The NRC staff has reviewed your application and concluded that along with the information that is expected to be contained in the supplement, technical information in sufficient detail is available to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
