DOCKET NUMBER 50-483 CALLAWAY PLANT UNIT 1 UNION ELECTRIC COMPANY RENEWED FACILITY OPERATING LICENSE NPF-30 APPLICATION TO REVISE TECHNICAL SPECIFICATIONS TO ADOPT TSTF-501-A REVISION 1, RELOCATE STORED FUEL OIL AND LUBE OIL VOLUME VALUES TO LICENSEE CONTROL (LDCN 20-0014)

Pursuant to 1 0 CFR 50.90, Application for amendment of license or construction permit, Union Electric Company (DBA Ameren Missouri) herewith transmits an application for amendment to Renewed Facility Operating License NPF-30 for the Callaway Plant. The proposed change revises the Technical Specifications to modify Section 3.8.3, Diesel Fuel Oil, Lube Oil, and Starting Air.

Specifically, Technical Specification (TS) 3.8.3 would be revised such that the numerical volume requirements/limits specified for stored diesel fuel oil and lube oil inventory, as specified in the Limiting Condition for Operation (LCO), Actions and Surveillance Requirements for TS 3 .8.3, would be replaced with descriptive 7 day and 6 day supply requirements/limits where applicable. This request is consistent with TSTF-501 -A, Revision 1 Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control.

Essential/supporting information is provided in the Enclosure to this letter. Specifically, the Enclosure provides a description and assessment ofthe proposed TS changes. Attachment 1 to the Enclosure provides the existing TS pages marked up to show the proposed changes. Attachment 2 to the Enclosure provides revised (clean) TS pages to show the proposed changes incorporated as proposed.

Attachment 3 to the Enclosure provides TS Bases pages marked up to show the associated TS Bases changes, which are provided for information only.

In addition to the above, this letter contains a new commitment to implement an approved method of calculating diesel generator fuel oil volumes as described in Revision 1 of Regulatory Guide 1.137, 8315 County Road 459 Steedman MO 65077 ArnerenMissoun corn

ULNRC-0675 1 March 29, 2023 Page 2 of 4 Fuel Oil Systems for Standby Diesel Generators. The basis for the commitment is given in the Enclosure; the commitment itself is documented in Attachment 4 to the Enclosure.

It has been determined that this amendment application does not involve a significant hazard consideration as determined per 1 0 CFR 50.92, Issuance of amendment. Further, pursuant to 10 CFR 5 1 .22, Criterion for categorical exclusion; identification of licensing and regulatory actions eligible for categorical exclusion or otherwise not requiring environmental review, Section (b), no environmental impact statement or environmental assessment needs to be prepared in connection with the issuance ofthis amendment.

This amendment application was reviewed by the Onsite Review Committee. In addition, in accordance with 10 CFR 50.91, Notice for public comment; State consultation, Section (b)(1), a copy ofthis amendment application is being provided to the designated Missouri State official.

Ameren Missouri requests approval of this license amendment request prior to March 29, 2024. It is anticipated that the license amendment, as approved, will be effective upon issuance and will be implemented within 90 days from the date of issuance.
