Attachment3to ULNRC-0675I Page3of5 ACTIONSTheACTIONSTableismodifiedbyaNoteindicatingthatseparate ConditionentryisallowedforeachDG.Thisisacceptable,sincethe RequiredActionsforeachConditionprovideappropriatecompensatory actionsforeachinoperableDGsubsystem.ComplyingwiththeRequired ActionsforoneinoperableDGsubsystemmayallowforcontinued operation,andsubsequentinoperableDGsubsystem(s)aregovernedby separateConditionentryandapplicationofassociatedRequiredActions.

A.1InthisCondition,the7dayfueIoilsupply(80900gallons)foraDGisnot available.However,theConditionisrestrictedtofueloillevelreductions thatmaintainatleasta6daysupply.Thefueloilequivalenttoa6day supplyis69,800gallons.Thesecircumstancesmaybecausedbyevents, suchasfullloadoperationrequiredafteraninadvertentstartwhileat minimumrequiredlevel,orfeedandbleedoperations,whichmaybe necessitatedbyincreasingparticulatelevelsoranynumberofotheroil qualitydegradations.Thisrestrictionallowssufficienttimeforobtaining therequisitereplacementvolumeandperformingtheanalysesrequired priortoadditionoffueloiltothetank.Aperiodof48hoursisconsidered sufficienttocompleterestorationoftherequiredlevelpriortodeclaring theDGinoperable.Thisperiodisacceptablebasedontheremaining capacity(>6days),thefactthatprocedureswillbeinitiatedtoobtain replenishment,andthelowprobabilityofaneventduringthisbriefperiod.

B.1InthisConditiontheremaynotbeanadequateamountoflubeoil capacitytosupportthe7daysoffullloadoperationofthedieselengine.

However,intheunlikelyeventthatthisConditionisenteredthelowerlimit wasestablishedtoensurethattherewasatleasta6daysupplyoflube oil.Thelubeoilinventoryecwivalenttoa7daysupplyis750gallons,and a6daysunrlyis686gallons.Thisrestrictionallowssufficienttimeto obtaintherequisitereplacementvolume.Aperiodof48hoursis consideredsufficienttocompleterestorationoftherequiredvolumeprior todeclaringthedieselgeneratorinoperable.

C.1ThisConditionisenteredasaresultofafailuretomeettheacceptance criterionofSR3.8.3.3.Normally,trendingofparticulatelevelsallows sufficienttimetocorrecthighparticulatelevelspriortoreachingthelimit ofacceptability.Poorsampleprocedures(bottomsampling),

contaminatedsamplingequipment,anderrorsinlaboratoryanalysiscan to ULNRC-0675I Page4of5 ACTIONSj.(continued) limitsandnotwithinIimitsspecifiedbyConditionsAthroughE,the associatedDGmaybeincapableofperformingitsintendedfunctionand mustbeimmediatelydeclaredinoperable.

SURVEILLANCESR3.8.3.1 REQUIREMENTSThisSRprovidesverificationthatthereisanadequateinventoryoffueloil inthestoragetankstosupporteachDGsoperationfor7daysatfullload.

Thefueloilinventoryequivalenttoa7daysuprlyis80,900gallonswhen calculatedinaccordancewithReferences2and3.Therequiredfuel storagevolumeisdeterminedusingthemostlimitingenergycontentofthe storedfuel.Usingtheknowncorrelationofdieselfueloilabsolutespecific gravityorAPIgravitytoenergycontent,therequireddieselgenerator output,andthecorrespondingfuelconsumptionrate,theonsitefuel storagevolumerequiredfor7daysofoperationcanbedetermined.SR 3.8.3.3requiresnewfueltobetestedtoverifythattheabsolutespecific gravityorAPIgravityiswithintherangeassumedinthedieselfueloiI consumptioncalculation.The7dayperiodissufficienttimetoplacethe unitinasafeshutdownconditionandtobringinreplenishmentfuelfroman offsitelocation.

TheSurveillanceFrequencyisbasedonoperatingexperience,equipment reliability,andplantriskandiscontrolledundertheSurveillance FrequencyControlProgram.

SR3.8.3.2 ThisSurveillanceensuresthatsufficientlubeoilinventoryisavailableto supportatleast7daysoffullloadoperationforeachDG.The750gal requirementlubeoilinventoryeQuivalenttoa7daysupplyis750gallons andisbasedontheDGmanufacturerconsumptionvaluesfortherun timeoftheDG.Thereareseveralmethodsavailabletoverifyalubeoil volumegreaterthanorequalto750gallons.Thepreferredmethodisto verifythatlubeoillevelisgreaterthantherequiredinventorywiththe enginedipstick.Otherindirectmethods,suchasthelocallevelindicator ortheabsenceofalowlevelalarmareacceptableasalternatemethods.

TheSurveillanceFrequencyisbasedonoperatingexperience,equipment reliability,andplantriskandiscontrolledundertheSurveillance FrequencyControlProgram.
