DOCKET NUMBER 50-483 CALLAWAY PLANT UNIT 1 UNION ELECTRIC CO.

RENEWED FACILITY OPERATING LICENSE NPF-30 SUPPLEMENT TO APPLICATION TO REVISE TECHNICAL SPECIFICATIONS TO ADOPT TSTF 577, REVISED FREQUENCIES FOR STEAM GENERATOR TUBE INSPECTIONS (LDCN 21-0013)

Reference:

1 . ULNRC-06744, Application to Revise Technical Specifications to Adopt TSTF 577, Revised Frequencies for Steam Generator Tube Inspections (LDCN 21-0013), dated August 4, 2022 (ADAMS Accession Numbers ML22216A240 and ML22216A241)

In the letter identified in Reference 1, Union Electric Company (Ameren Missouri) submitted an application for amendment to Renewed facility Operating License Number NPF-30 for the Callaway Plant. The requested amendment would modify Technical Specification (TS) requirements in Section 5.5.9, Steam Generator (SG) Program, and Section 6.6.10, Steam Generator Tube Inspection Report. The proposed changes are consistent with NRC-approved Technical Specifications Task Force (TSTF) Traveler TSTF-577, Revised Frequencies for Steam Generator Tube Inspections.

Subsequent to submittal ofthe Reference 1 license amendment request (LAR), it was identified that Attachment 1 ofthe LAR, which provided a Description and Assessment ofthe TS changes proposed in accordance with TSTF-577, contained an omission. This discovery was verbally communicated from the NRC to Ameren Missouri, and upon confirming the omission, Ameren Missouri agreed to promptly provide the omitted information. Accordingly, this letter provides the information that was omitted from the EAR.

ULNRC-06763 September 1, 2022 Page 2 of 4 Specifically, in the Assessment section ofAttachment 1 to the LAR, information expected to be included in that section per a preparers note contained in section 2.1 ofTSTF-577 was omitted. The omitted information, concerning the time when the extended inspection interval begins based on completion of a 100% tube inspection, should have been provided as an additional paragraph, per the preparers note. The required paragraph is now provided below.

The initial inspection period to be described in TS 5.5.9, Steam Generator (SG) Program, paragraph d.2, began in May 2022, based on the 1 00% tube inspection completed at that time, i.e., during Refuel 25. The SG inspection report required for the inspection completed during Refuel 25 is required to be submitted to the NRC on or before November 1 9, 2022, in accordance with the 180-day reporting requirement ofTS 5.6.10. The report is being prepared such that it will meet the requirements ofrevised TS 5.6.10 (i.e., revised as proposed per the requested license amendment).

Additionally, it should be noted that TSTF-577 (Revision 1) was approved as a consolidated line-item improvement process (CLIIP) traveler and that NRCs review ofthe LAR for Callaway should thus be completed in accordance with the CLIIP.

This supplement to Ameren Missouris application involves no revision ofthe requested changes. As such, the information provided via this letter does not change the No Significant Hazards Consideration conclusions reached in the LAR, nor does it change the conclusion reached in regard to no need for an environmental assessment based on the categorical exclusion provisions of 10 CFR 51.22.

In accordance with 10 CFR 50.91, Notice for public comment; State consultation, Section (b)(l), a copy ofthis supplement provided in connection with the August 4, 2022, amendment application is being provided to the designated Missouri State official.
