COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 TRANSMITTAL OF FIRE PROTECTION REPORT, REVISION 15 Gentlemen:

TU Electric, the owner of CPSES Units 1 and 2, herewith submits Revision 15 of the CPSES Fire Protection Report (FPR).

A page-by-page description of the changes is attached. The group number assigns a level of significance for each change made to the Fire Protection Report consistent with TU Electric's letter TXX-88467 of June 1,1988. In addition, all changes have been reviewed under the TU Electric 50.59 process and found not to include any "unreviewed safety questions."

Pages which do not have technical changes but are included in the revision (because revision bars and numbers are either misplaced or missing approved earlier by previous FPR revision or because only editorial changes were made to the Fire Protection Report) are not discussed in the Attachment "CPSES FPR Revision 15 Detailed Description." These changes will not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

FPR Revision 15 is being issued on April 16,1999, to be effective at 12:01 am CST on April 23,1999, and will be implemented at the closure of DM 99-001. l Enclosed are one signed original and one copy of the CPSES FPR Revision 14. I One copy each has been issued to the Regional Administrator for Region IV, the '

responsible Branch Chief in the Division of Reactor Projects, the responsible l Project Manager in the Office of Nuclear Reactor Regulation, and the appropriate NRC Resident inspector. The remaining seven copies prescribed in 10CFR50.4(b)(6), will be maintained at TU Electric and available upon request for a period of one year following issuance of the amendment.
