DCS: 86230750352 Date: July 23, 1986 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PMS-I-86-12 This preliminary notification contains infonnation of nuclear power plant physical security and/or public interest significance and has been confirmed by the licensee.

Subject:

Falsified Background Investigations On June 4,1986, a subcontractor (Portuguese Star) to Imin & Leighton (a prime contractor) at the Limerick Generating Station, requested and was granted unescorted access, to the protected area only, for two employees whose full backgrourd screening had not yet been completed. The criminal record checks for those employees were received by the subcontractor on July 15, 1986 and indicated that both had a criminal background. The licensee was notified and withdrew the individuals' protected area access. The licensee's followup investigation disclosed that the subcontractor had falsely certified the minimum background investigations (required for unescorted protected area access) on those employees. When this was disclosed, the licensee terminated protected area access for all of the subcontractor's employees.

Further investigation by the licensee disclosed that another subcontractor (D. Lapore Co.) to Imin & Leighton had also falsified the minimum background investigations for its employees. Due to the nature of the work that D. Lapore Co. was performing, and the licensee's need to have the work completed on schedule, the employees of that cocpany are being permitted protected area access but are being escorted at all times. The licensee's investigation into other contractors' and subcontractors' practices with regard to the conduct of background investigations is continuing.

The Comanwealth of Pennsylvania has been informed.

NRC Region I (Philadelphia) received initial information on this matter on July 15, 1986.

The infonnation contained in this preliminary notification is current as of July 22, 1986.
