POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - NOTICE OF AVAILABILITY OF GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS, SUPPLEMENT 23, SECOND RENEWAL, REGARDING SUBSEQUENT LICENSE RENEWAL FOR POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2, SECOND DRAFT REPORT FOR COMMENT (EPID NUMBER: L-2020-SLE-0002) (DOCKET NUMBERS: 50-266 AND 50-301)

Dear Kenneth Mack:

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 23, Second Renewal, Regarding Subsequent License Renewal for Point Beach Nuclear Plant, Units 1 and 2, Second Draft Report for Comment. This second draft report updates Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 23, Second Renewal, Regarding Subsequent License Renewal for Point Beach Nuclear Plant, Units 1 and 2, Draft Report for Comment, issued in 2021 (first draft report). Specifically, the second draft report includes the NRC staffs evaluation of new information obtained since the issuance of the 2021 first draft report. The NRC staff prepared the second draft report in accordance with NRC regulations and Commission Legal Issuance (CLI)-22-02 and CLI-22-03, both dated February 24, 2022.

The NRC staff has also prepared a Federal Register (FR) Notice of Availability to advise the public that the second draft report is publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession Number ML25069A710. This notice also announces the opportunity to request a hearing and to petition for leave to intervene limited to contentions based on new information in the second draft report. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html. In addition, a copy of the second draft report will be available for public review near the site at the Lester Public Library, 1001 Adams Street, Two Rivers, WI 54241.

In the second draft report and in the 2021 first draft report, the NRC staffs preliminary recommendation is that the adverse environmental impacts of subsequent license renewal (SLR) for Point Beach Nuclear Plant, Units 1 and 2 (Point Beach) are not so great that preserving the option of SLR for energy-planning decisionmakers would be unreasonable The NRC staff based this preliminary recommendation on the analysis and findings in NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, the environmental report submitted by the applicant, as supplemented, the NRC staffs consultations with Federal, State, Tribal, and local government agencies, the NRC staffs April 11, 2025

independent environmental review, which is documented in the second draft report and in the 2021 first draft report, and the NRC staffs consideration of public comments received during scoping.

A virtual public meeting will be held for the NRC staff to present an overview of and to accept public comments on the second draft report. An NRC meeting notice will be published to provide more details about the public meeting.

A separate Notice of Availability of the second draft report will be published in the FR through the U.S. Environmental Protection Agency (EPA). The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the FR.
