SUBJECT:

POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - NOTICE OF AVAILABILITY OF GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS, SUPPLEMENT 23, SECOND RENEWAL, REGARDING SUBSEQUENT LICENSE RENEWAL FOR POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2, FINAL REPORT (EPID NUMBER:

L-2020-SLE-0002) (DOCKET NUMBERS: 50-266 AND 50-301)

Dear Kenneth Mack:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final supplemental environmental impact statement (SEIS), issued as NUREG-1437, Supplement 23, Second Renewal Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437, Supplement 23, Regarding Point Beach Nuclear Plant, Units 1 and 2, Final Report, regarding the subsequent renewal of Renewed Facility Operating License Nos. DPR-24 and DPR-27 for an additional 20 years of operation for Point Beach Nuclear Plant, Units 1 and 2 (Point Beach). The Agencywide Documents Access and Management System (ADAMS)

Accession No. for the final SEIS is ML25191A238. ADAMS is accessible from the NRC website at http://www.nrc.gov/readingrm/adams.html.

As discussed in Chapter 4 of the final SEIS, the NRC staffs recommendation is that the adverse environmental impacts of subsequent license renewal (SLR) for Point Beach are not so great that preserving the option of SLR for energy-planning decisionmakers would be unreasonable.

This recommendation is based on: (1) the analysis and findings in NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, (2) the environmental report submitted by NextEra Energy Point Beach, LLC, as supplemented by additional information; (3) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; (4) the NRC staffs independent environmental review, which is documented in the final SEIS; and (4) the NRC staffs consideration of public comments.

The NRC staff has prepared a Federal Register Notice (FR) of Availability to advise the public that the final SEIS is publicly available. A separate Notice of Availability of the final environmental impact statement will be placed in the FR through the U.S. Environmental Protection Agency (EPA). The minimum 30-day public review period end date is calculated from the date on which the EPA notice is published in the FR. We expect both notices to be published on August 15, 2025.
